The very serious American journal Proceedings of the National Academy of Sciences has published a study that partly contradicts the saying that money does not buy happiness. Produced by Daniel Kahneman, Nobel Prize for Economics in 2002, and his colleague at Princeton University, Angus Deaton, the study focuses on the well-being of 450,000 Americans surveyed in 2008 and 2009 for the Index-Gallup Healthways.

The authors come to conclusion that money makes much happiness … but to a certain extent. The threshold is set at $ 75,000 per year (approximately 58,600 euros), almost 4900 euros per month, although the study does not distinguish the number of people in the home. If, like 10% of Americans, your income is above this amount, you need through the trouble to earn more and therefore, unnecessary for the state to try to give you more. According to two economists, you will not be happier.

The impression of having a successful life

"Beyond the $ 75,000 in the contemporary United States (…), an increase in income did not bring either feel happy or to be relieved of unhappiness or stress, although this increase in income continues to improve evaluation that individuals make of their lives, "write the two economists installment payday loans. In other words, earn more money strengthens the feeling of having a successful life but does not necessarily happier.

"Maybe $ 75,000 is a limit beyond which increases revenue n'améliorent plus the ability of individuals to do what matters most to their emotional well-being, like spending time with those they are expensive, avoid pain and illness, and enjoy their leisure, "the authors claimed further.

To all others, the vast majority of the population whose income exceeds this threshold, their emotional well being is constrained by their financial concerns. A fortiori, poverty is evil "low income exacerbates the emotional pain that accompanies the misfortunes such as divorce or being in poor health or alone," write Daniel Kahneman and Angus Deaton.

Reassuring, the authors add all the same in an interview: 'like other studies on the well-being, we found that most people are quite happy and satisfied with their lives. "

The Agency for State Holdings is undergoing a revolution. The scheduled departure in September of its CEO, Bruno Bezard, economic mission to Beijing, is an opportunity for the state to reassert its role as shareholder. The government Tuesday appointed by the Council of Ministers Jean-Dominique Comolli, former boss of Seita, Commissioner of State Holdings. He will then head the Agency state ownership.

A new title tailored, while the state wants to take over the industrial policy of the companies in which it holds shares now on, the boss of the EPA no longer depend on the Treasury, but will report directly to the Minister of Economy. "We consider that the state must play a role that heritage," says one in the entourage of Christine Lagarde.By appointing one person with a strong political status – the commissioner – "there is also a desire to reorganize things, establish a system that discourages employers from rushing to the Elysee to discuss their small business," says near the record.

The appointment of Jean-Dominique Comolli also fits into "a major change in the role" of state ownership and the EPA, said the report of the Council of Ministers.

As the President announced when the States-General of Industry in March, this development will lead the state "to be at the forefront of driving the vision of its shareholdings and so assert, for undertakings concerned, a strategy of industrial development and economic clear long term. "

Air France, EDF, France Telecom and other Safran now know they only have to behave! Already, Nicolas Sarkozy announced that a director would be appointed representing the state "consistently" next to the Director for the Department of Economics, but now for each company in which the State is a shareholder, a formal meeting between the relevant ministers and leaders will be held each semester – in addition to those that take place informally – "to make a strategic point. More question of discovering projects at the last minute. We remember last January, the invitation to the Elysee the boss of Renault, Carlos Ghosn, who had just unveiled its intention to produce some of the Clio in Turkey IV.

Set to music complicated

The state will also require "regular reviews" on the policy of personnel management, employment, subcontracting, procurement, investment, etc..

Jean-Dominique Comolli will have to partition complex music: establishing a more readable management companies, but does not give the impression of greater interference. The EPA had she not been established in 2004 to remove the political power of corporate management, after a report by Rene Barbier de la Serre, a former banker and is the financial center, had pointed to "the presence Excessive state in the daily management of the company?

Jean-Dominique Comolli "has the perfect profile, make sure there in the ranks of government. The future commissioner, 62, near the famous head of state despite a long career in the offices of the left, knows both the workings of government and enterprise. ENA civil administrator in the Directorate of Budget from 1977 to 1981, he became after election of François Mitterrand to the presidency of the Republic adviser to Laurent Fabius.

In 1986 he was appointed Deputy Director in the Budget, before becoming in 1988 Chief of Staff Michel Charasse Budget. In September 1989 he was appointed head of Customs, before becoming president of Seita, while public group in 1993. He co-chair Altadis after its merger with Tabacalera.

Since 2005, he chaired the Board of Directors of Altadis, since bought by Britain's Imperial Tobacco – which he became vice-chairman of the board of directors in 2008. He held up his new duties on September 15.

"The goal at the end of 2013 is to reduce the number of 3950, which represents half of 8400 anticipated retirements over the period, plus a bonus of 250, responded to AFP chairman Michel Régereau (CFDT) this Thursday. But later in the day, the chairman of the board of directors of the National Health Insurance has refused to sign the project.

"There was a debate within the board and it appeared that the majority (of the 35 directors, ie) was negative (the text) but there was no vote" per se, explained to the AFP Carolina Ferrera, Director CGT.

It must be said that the pill is especially bitter for the staff unions of sickness, such as primary agents of funds or regional health insurance (CPAM, CRAM), have declined steadily for several years.

From 85,000 in 2003, they returned to 75,243 in 2009, according to the draft agreement on objectives and management (COG) which AFP has obtained a copy. Like all governments, the CNAM is subject to the rule of non-replacement of a staff of two. But already, Michel Régereau announced he would vote against. This could lead, if followed by his counsel on a "blocking" quite rare in the annals of Secur. "So far, the presidents of unions secu supported the compromise reached with the government and sought to obtain a majority," he said.

"Here, we can not"

According to Michel Régereau, the Fund had estimated it had saved 850 jobs, bringing the losses in 3350. But with nearly 4,000 positions eliminated, "then we can not.""Our network of primary funds is to be a challenge (…), it will be very hard for regional banks, they will retreat to their heart business, and our strategy to improve the efficiency of the health system will be lost, "he added.

For example, the Fund wishes to develop information to health professionals, improve the conditions of discharge from hospital for patients, and developing diabetes prevention, "he listed. "To develop these programs, we need means," he said.

Dilemma for unions

"It will be a catastrophe for both the personal to the insured, warned Caroline Ferreira, director CGT, considering the demands of the government" unacceptable. ""We are dealing with a government that is deaf" and "blindly applying the rule of RGPP," the General Review of public policy, "she accused.

Remains to be seen what the outcome of the vote of the board of directors, composed of 35 members (unions, employers, mutuality, qualified individuals, patients' associations, family associations and professions). If he had voted against the COG 2010-2013, "is the state that (would) hand to the application," said Carolyn Ferrera, and could possibly refer the matter to Parliament, according to Michel Régereau.

Dilemma for voting against unions because they would lose part of their role.

Confident for banks, Christine Lagarde prepares for the fall an action plan for large exporters French.

LE FIGARO. – You now receive your German counterpart, Wolfgang Schäuble, the Council of Ministers, while you were in March, criticized the German economic model …

Christine Lagarde. – First, the participation of Wolfgang Schäuble, the Council of Ministers is the first by a German minister. But what a powerful symbol of closeness is in fact very natural when you know that contacts are actually daily between France and Germany. It happens every week, I spoke at least twice to Wolfgang Schäuble to harmonize our positions. And the director of the French Treasury is in daily contact with his counterpart. I have not criticized the German model.I said: "From the perspective of European stability, we must all make efforts, setting the course as a priority of deficit reduction."

Germany is today a leading exporter. Should we be inspired?

The competitiveness of Germany is higher than ours, but France has real expertise in major infrastructure projects in energy, transport, water, meeting the needs of large emerging countries. We need better value.

How?

We were gone in 15 years more than 100,000 companies exporting to 90,000 just, and we regularly lose market share. It was therefore necessary to react. We did this by structural measures for firms, such as reform of the tax credit, research or business tax, and we also created in 2008, a specialized agency – Ubifrance – to support SMEs exports in 44 countries. The experiment was successful: between 2008 and 2010, activity doubled. So I decided, with Anne-Marie Idrac, increase next year's budget speech, more than 20%. It is a considerable effort since the same time, the budget for my department will decrease.

And the big contracts?

In this area, the recovery is taking shape but with a "kick 7.2 billion euros in the fourth quarter 2009 and 3.3 billion in the first quarter 2010 and 6.5 billion in the second quarter. Our goal is to make every effort to seize the opportunities offered by the booming market of large emerging countries. For this, we initiated a strategic dialogue in the spring with thirty large exporters, who were asked to reflect on what needs to be improved no faxing cash advance. We meet them again in the fall at Bercy to develop a plan of action.

Some tracks stand out there already?

Yes. It will inevitably revise our system of financing, taking greater account of the interests of strategic partnerships between French and foreign companies, and also establish more reciprocal anti-corruption standards, environmental, social … The last point could be the agenda of the G20 Finance.

To avoid that France republishes failure of Abu Dhabi on nuclear power, should we not also a better coordination of actors?

The loss of the contract for the plant is actually part of the warning signals. There is no compromise on quality and security, especially nuclear, but we must take greater account of customer needs, for example by developing medium-size reactors, such as TDD, from the cooperation with Areva and Mitsubishi. And also, probably, in increasing the business to co-ordinating bodies such as the Inter-Departmental Support International Contracts (CIAC).

On Friday, the European Central Bank will publish the results of stress tests of 91 European banks. What do you expect?

I am following as milk on the fire. But I am totally confident about the outcome of the French banks after the stress tests.

The taboo of the word "rigor" is definitely broken?

The word "rilance" I started, has been much ink. It does not reflect a wealth of government but the need, on one hand, to apply the principle of budgetary discipline in the process of spending and the other to continue to support the value creation and employment , which is needed in France, targeting innovation and investment.

You are reluctant to abolish eight declared the twenty-eight positions in your firm. Will you do?

First, there is no panic on board as some say. Departures are planned, because after three years of study can be exhausted or aspire to other horizons.I will follow instructions, as I always did it with a cabinet composed only of formal collaborators and I want to honor them, they are not unworthy. We will achieve our objectives in a timely manner.

The Elysee is the only institution in the Republic to see his accounts peeled annually by an independent body, in this case the Court of Auditors. And Nicolas Sarkozy himself who requested the monitoring. Obviously, this regular audit is bearing fruit. The Court of Auditors, who presented this morning's report on fiscal year 2009, noted that the recommendations made last year have been acted upon. Thus, the cost of studies and surveys that had hit the headlines, has been reduced by 45% in 2009. Similarly, the bill for the garden party fell 30% last year. This year, the problem is solved since this event did not happen! The ECA is also pleased that an inventory of furniture and objects from the Elysee has been launched and the residences of Rambouillet, Marly-le-Roi and Souzy La Biche, not used by the president, have been transferred Authorities competent to cheap credit report.

Rest areas for improvement. The magistrates of the Rue Cambon point especially travel. Delegations are too many, especially in travel preparations. Media coverage of these trips is more expensive: 465,000 euros in 2008, 1.06 million euros in 2009. The development of a special press room for the president at the G20 Pittsburg and cost a whopping 25,000 euros! The bill for the meal trays in an aircraft is surprising: 120-160 euros per person. Moreover, the Court of Auditors estimated that the restoration at the Elysee is too expensive. On both issues, the Elysee is committed to making improvements, including reducing by 10% in three years enrollment in the restoration.

Louis Welsh, president of EADS, is convinced. The decision of the World Trade Organization (WTO), said Wednesday that "illegal" certain EU subsidies paid to Airbus for the A380, "changes nothing" for the A350. "The support for the A350 are not iIn the" scope "(Field, Ed) of the panel that reviewed the complaint of Americans," said Louis Welsh Saturday. He added: "It was explicitly stated that although such aid is not in the" scope ", they were sentenced prior BLES, since the system of repayable advances itself is not contrary to the rules WTO.

Always on the fringes of economic meeting held in Aix-en-Provence, Louis Welsh, assured that Airbus would submit an offer in time with U.S. partners for the bulk tanker contract from the U.S. Air Force. "We have reached an agreement with 200 companies amricaines. The Pentagon must decide to fall on the mega-tanker contract enviton estimated at 35 billion dollars. Airbus and Boeing have until July 9 to finalize their proposals. A decision is expected next fall. "I think the nervousness that manifests Boeing in this case and the propaganda campaign that he led for three or four days shows qu'ls fear that we have a competitive bid on the tanker," said Louis Welsh. Ambiance, atmosphere …

Standard & Poor's finally penalized AREVA, judging the profitability of the group "depressed" for two years. The notes of French nuclear group, which was under surveillance by the rating agency since April 14 last, was finally degraded Monday by two notches to 'BBB +, cons A.

The first reason advanced by the agency for "the provision of 400 million euros related to the recently announced construction of the Olkiluoto 3 reactor in Finland. The further delay of the Finnish EPR, one of four currently under construction by Areva (Flamanville with the Channel and two in China), forcing the group to a new provision that would cause a negative operating result for the first semester 2010. In total, the group has been provisioned 2.7 billion euros for this site should be completed in late 2012 with four years late.

S & P added that the profitability of Areva would also be affected by a "conflict" is contrasted with EDF about the Georges Besse enrichment plant, in the Drome. Both groups fail to reach an agreement to renew the contract which ensures the Areva uranium enrichment EDF.

The rating agency does have a stable outlook on the debt rating of Areva, the group believes that "should be able to implement successfully the remainder of the plan sales and its plan to increase capital , strengthening its balance sheet.

European Banks Are they healthy? The question that torments the markets will soon find an answer. Under pressure from Madrid, the results of resistance tests carried out by banking regulators to assess the soundness of institutions will be made public. Paris wants a publication "before the end of July." Christine Lagarde, French Minister of Economy, told Reuters: "I am very positive about this publication. There is nothing worse than the rumors and doubts about the banks. " The Minister is confident, remembering that French banks have so far yielded positive results. These displays of the solvency ratios for the time, satisfactory. In the opposite case, Christine Lagarde said the banks to recapitalize.

Madrid triggers debate

The day before, the Spanish central bank had announced the forthcoming publication of the results of these tests. El Pais had found the ad "unprecedented in the euro area. The Madrid Institute hopes to dispel the doubts now hanging on the strength of its banking sector. The Spanish governor of the Bank believes that the current rumors greatly amplify the difficulties of the Spanish financial industry. He hopes that the markets "are fully aware of the situation in the Spanish banking system."

Banks reluctant

Further to the announcement in Madrid, the German government long reluctant, finally decided to give him the green light too low fee payday loans. But Berlin has yet to convince its banks.German institutions showed far opposed the publication of these results.

Successful tests of Moody's

The European Central Bank will also favors the publication of these tests. In the eyes of the central bank, the operation of transparency is able to reassure the markets. And regulators have reason to be optimistic. Indeed, European banks have recently passed the tests of strength by Moody's. The rating agency has increased the stress tests to thirty European banks from ten countries, and concluded that they have a level of capital sufficient to take further losses.

On the menu of discussions in Brussels

The issue of stress tests for banks will be raised at the EU summit held this Thursday. The Twenty-seven were found initially to discuss "strengthening of fiscal discipline." But the agenda should also focus on Spain, which raises concerns. Some even wondered if Madrid does not seek help from its European partners. A line of credit from 200 to 250 billion euros was raised.

To forget the failure of the huge nuclear power plant contract in Abu Dhabi. It's a little obsessed with the French energy sector and particularly of GDF Suez, which relies heavily on the Middle East.

Tuesday, the group headed by Gerard Mestrallet did not hide his satisfaction at the announcement of the signing of a contract to build a gas power plant with a capacity of 1730 megawatts (MW) in Saudi Arabia. The operation is substantial. The future plant, which will be commissioned in late 2012, an output slightly above the EPR (1600 MW), for a price much lower: 2.1 billion dollars.

In reality, the bill for GDF Suez is approximately 400 million dollars. The group owns only 20% of the consortium. The balance is in the hands of Saudi Crown Corporation (SEC), at 50%, and two partners, the Saudi Aljomaih Holding Co and Japan's Sojitz Corporation, which share the remaining 30%. The operation for twenty years, however, is entrusted to the French energy company.

Competition relatively limited

With this operation draws a little more face GDF Suez on the world supply. Unlike EDF, which concentrates its production in Europe and especially in France where it holds a capacity of 96,000 MW, the group is growing strongly outside Europe.

In the Middle East, it will have in 2013 a volume of 17,000 MW, equal to its combined capacity in Belgium and France. The other major area of activity is in South America, and particularly in Brazil where he is expected to produce 11,000 MW within three years. In total, GDF Suez expects a capacity of 100,000 MW by 2013 against 72,000 MW currently.

Growth in these areas is even faster than the electricity needs are growing. Demand is growing 8% per annum in Saudi Arabia. Brazil must build the equivalent of two or three EPR annually to meet the needs of the population and industry. The bulk of the investments made in hydropower, which represents three quarters of the country's capabilities.

Another advantage, competition is relatively limited. None of the major European energy companies not participating in tenders in the Middle East. The real competitor is Western International Power, the English electrician that coveted GDF Suez earlier this year.It has 9000 MW of which 2,000 under construction in the Middle East.
